What is it?

While visiting a temple, in a corner I noticed this round object with white balls embedded on it. I do not know what it is. Not even a idea what it can possibly be.

    Is it an arati lamp (many layered) with wicks ?

    Appear to be lemons strung together kept on parapet of priest's abode.

    I see five ring like elements stapled on each other; from the colour I guess the material is iron, so each would be pretty heavy. The white balls are dusty, some show dust or grime and a whiter surface besides this.
    Are there statues or other constructions where these "rings" could be attached?
